标志造型以两个叠落在一起的“博士帽”构成。左右红蓝双色的造型好似相背，内外指向表示箭头，箭头是由侧放的人字构成，代表了留学人才“送出去、引进来”的培养与发展模式。标志整体构造传承了古代祥纹饰中的“方胜纹”。“方胜纹”古代称之为长寿纹，具有永久、团聚、向心、发展的美好含义，寓意了中国国富民强、兴旺发达、昌盛不衰、延绵不绝的美好祈愿，同时也象征着基金会将不辱使命，为推进“人才强国”战略的实施做贡献。标志的整体造型也好似一双捧着金子的手，体现了基金会聚集社会力量与财富为发展中国留学人员事业服务的公益性。
